Who Qualifies for Harris Health Services?
Emergency care at Harris Health is open to everyone — you do not need to be enrolled in any program to be treated in an emergency. For the Financial Assistance Program (FAP), here’s who qualifies:
Harris County Resident
You must live in Harris County, Texas. No minimum residency duration is required.
Income ≤150% FPL
Household income must not exceed 150% of the Federal Poverty Level.
Any Immigration Status
Undocumented residents are eligible — no immigration status check.

The Gold Card Explained (Harris Health Financial Assistance Program)
The phrase “Gold Card Houston” comes from an old gold-colored plastic ID card Harris Health used to issue. Harris Health no longer issues a physical Gold Card.
